In honor of the 2023 International Day for the Eradication of Poverty, the Presidential Amnesty Programme (PAP) has reaffirmed its commitment to addressing poverty in the Niger Delta region, particularly among ex-agitators. Maj Gen Barry Ndiomu (retd), the Interim Administrator of the programme, highlighted PAP’s initiatives aimed at improving the lives of ex-agitators beyond their reliance on a monthly stipend of N65,000.

Creating Opportunities for Economic Empowerment

Speaking at a press conference in Abuja, Ndiomu stated that under his leadership, PAP is actively working to create opportunities that will empower ex-agitators and help lift them out of poverty. This year’s theme for Poverty Eradication Day, “Decent Work and Social Protection: Putting Dignity in Practice for All,” resonates with PAP’s efforts to provide meaningful and sustainable solutions for the region.

Ndiomu emphasized that the initiatives already implemented by PAP, such as the cooperative scheme for ex-agitators, empowerment programs, and vocational training, as well as those in the pipeline, will not only combat poverty but also redefine the negative narratives associated with the Niger Delta region.

Investing in Agribusiness and Vocational Training

As part of PAP’s commitment to economic empowerment, over 700 ex-agitators have received funding in the form of loans to undertake agribusiness and other lucrative ventures. Additionally, there are currently 2,500 pending applications awaiting processing. These opportunities aim to provide a pathway to financial independence and uplift the ex-agitators from their current circumstance.

Aviation Training Scheme

Ndiomu also highlighted the PAP-sponsored aviation training scheme, which has seen 75 pilots and aircraft engineers enrolled in type-rating courses at various training organizations in Lagos, Johannesburg, and Toulouse. This initiative not only equips the beneficiaries with valuable skills but also opens up new employment opportunities in the aviation sector.

Addressing the Unemployment Challenge

Gen Ndiomu acknowledged the age-related challenges faced by ex-agitators who participated in the Presidential Amnesty Programme when it was instituted in 2009. These individuals, who were between the ages of 25 and 30, now find themselves in the 50 to 55 age range, making it increasingly difficult for them to secure formal employment. Consequently, PAP’s focus has shifted towards promoting alternative means of livelihood and discouraging an entitlement mentality.

Appreciation for President Bola Tinubu

Ndiomu expressed his appreciation for President Bola Tinubu’s commitment to supporting the Presidential Amnesty Programme. He commended Tinubu for his dedication to the development of the Niger Delta region and assured that PAP will align its activities with President Tinubu’s Renewed Hope Agenda to drive positive change in the region.

The efforts being made by the Presidential Amnesty Programme under the leadership of Maj Gen Barry Ndiomu (retd) demonstrate a strong commitment to eradicating poverty in the Niger Delta region. Through innovative initiatives, economic empowerment, and vocational training, PAP aims to uplift ex-agitators and equip them with the necessary tools to lead fulfilling lives.
