The Nigerian Senate has advanced a bill to repeal the National Identity Management Commission (NIMC) Act of 2007, passing it at the second reading stage on Tuesday. The legislation, sponsored by Deputy Senate President Senator Barau Jibrin, proposes the establishment of a new National Identity Database to enhance Nigeria’s identity management system.

The bill, which was first introduced on June 5, seeks to replace the existing NIMC framework with a more comprehensive and efficient system for managing national identity. Its primary objectives include improving data protection, streamlining data sharing, and aligning Nigeria’s identity management practices with international standards.

The proposed legislation outlines several significant changes to the current identity management system. It calls for the creation of a new National Identity Database that will centralize the registration of individuals and the issuance of identity credentials. The bill includes provisions for robust data protection to safeguard personal information and ensure privacy. It also aims to facilitate the efficient sharing of personal data across sectors while maintaining confidentiality. In his lead debate, Senator Jibrin emphasized the bill’s importance for Nigeria’s socio-economic and political development. He argued that the proposed changes are crucial for national security and will modernize the country’s identity management practices.

“This bill is a significant step towards improving our identity management system and aligning it with global best practices,” Senator Jibrin said. “It will enhance data protection, streamline processes, and build public trust in the handling of personal information.”

Following the successful second reading, the bill will move to the committee stage for further review and consideration. If approved, it will proceed to the third reading and then to the House of Representatives for further deliberation.
