Senate Passes Bill to Enhance Fiscal Transparency in Local Government Administration
In a move aimed at promoting transparency and accountability in local government administration, the Senate has passed a bill for first reading, which seeks to mandate the publication of monthly allocations to all Local Government Areas from the Federation Account.
Senator Saliu Mustapha, representing Kwara Central and the bill’s sponsor, highlighted the importance of the legislation in fostering public trust and confidence in local government operations. According to him, transparency in local government finances will lead to more effective and rapid development in rural areas and help curb rural-urban migration.
The bill, known as the “Local Government Fiscal Accountability Bill 2024 (SB, 549),” emphasizes the importance of local governments being the closest arm of government to the people. By making their revenues public, the bill aims to drive development and accountability, as local government chairmen do not have constitutional immunity.
As the Chairman of the Senate Committee on Agriculture Production Services and Rural Development, Senator Mustapha emphasized his commitment to motivating local government administrations to prioritize rural development. He expressed confidence that the bill would achieve its intended goals and significantly contribute to national growth and development.
The bill, if enacted into law, will require the Federal Ministry of Finance and its relevant agencies to publish monthly allocations to all Local Government Areas nationwide, ensuring these details are accessible to the public. Senator Mustapha stressed that the bill’s objective is to promote transparency and accountability in local government administration, which will ultimately contribute to the growth and development of the nation.
