In a country plagued by crime and insecurity, two vastly different towns in South Africa have come together to find a solution. Hoekwil and Touwsranten, with their stark contrasts in wealth and demographics, have established a community dialogue to address their shared concerns and build a safer future.
The Challenge:
Mistrust and division along racial and class lines have long plagued South Africa. Wealthy neighborhoods often blame the poor for crime, while poor communities struggle to change the circumstances that make them feel unsafe. The Institute for Justice and Reconciliation’s 2023 Barometer Report reveals that many people are deeply mistrustful of those from different communities.
The Solution:
In 2021, the Violence Prevention Forum, convened by the Institute for Security Studies, brought together community representatives from Hoekwil and Touwsranten to create a platform for dialogue. The regular community meetings enabled people from both towns to get to know each other and find solutions to their shared safety concerns.
The Results:
The dialogue has led to the establishment of the Touwswil Market, providing income-generating opportunities for residents of both towns. The market has also enabled a local NGO to raise funding. The police have a better relationship with the community, and important service delivery problems have been resolved.

The exercise has shown that finding common ground despite race and class differences is possible. Participants have learned to actively listen and engage in difficult conversations. The dialogue has also inspired other initiatives, such as an outdoor gym project to provide recreational facilities for young people.
