China Offers Boost to Africa’s Trade and Security

The 9th Forum on China-Africa Cooperation, taking place in Beijing, has seen a significant gathering of African leaders, with over 50 attendees. The meeting, which started on Wednesday, has been a platform for Chinese President Xi Jinping to outline his country’s vision for enhanced ties with Africa.

In his address, Xi proposed upgrading relationships with all African nations holding diplomatic ties with China to a "strategic" level. He announced that China will voluntarily open its market wider, offering zero-tariff treatment for 100 percent tariff lines to Least Developed Countries, including 33 in Africa. This move is expected to boost African exports and support industrialization efforts.

Xi praised the China-Africa relationship, describing it as "at its best in history" after nearly 70 years of development. He committed to enhancing the overall ties, aiming to create an "all-weather China-Africa community with a shared future for the new era."

The Chinese leader also unveiled ten action plans to enhance collaboration in sectors like industry, agriculture, and infrastructure, while opening up the market by removing tariffs on goods from many of the world’s poorest nations. Furthermore, he pledged RMB360 billion yuan in various financial support.

In the context of China’s Global Security Initiative, Xi outlined specific measures to advance the partnership with Africa. He proposed implementing the partnership and building a demonstration zone for cooperation under the initiative. This includes providing RMB1 billion yuan in military assistance, training for 6,000 military personnel, and inviting 500 young African military officers to visit China.

China has become the largest bilateral trading partner for sub-Saharan Africa, with significant investments in mining and infrastructure development. The country’s pursuit of allies in Africa has evolved from mere trade and investment to encompass political dimensions.

The strengthened ties between China and Africa are expected to have far-reaching implications for the continent’s economic development and global influence. As the largest bilateral trading partner, China is poised to play a crucial role in addressing the trade imbalance and supporting Africa’s industrialization efforts.

With Xi’s pledge to enhance cooperation and support, African leaders are optimistic about the prospects for their economies. The Forum on China-Africa Cooperation has provided a platform for the two sides to discuss and agree on measures to promote mutual cooperation and development.
