Niger Chief Justice threatens Police Legal Unit head with arrest warrant

Niger State Chief Judge, Justice Halima Ibrahim Abdulmalik, has issued a stern warning to CSP Adama Musa, head of the legal unit of the State Criminal Investigation and Intelligence Department, SCIID, Niger State Police Command, threatening to issue a bench warrant for his arrest.

The warning was given during the Chief Judge’s visit to the Minna Medium Security Correctional Centre as part of her statewide tour to decongest correctional facilities.

Justice Halima expressed concern over CSP Musa’s absence despite being notified of the visit.

“Why is the head of the legal unit not here with us? Is he aware of the visit today? I will not hesitate to issue a bench warrant for his arrest,” she warned.

The Chief Judge’s threat stems from the police legal department’s failure to comply with the Administration of Criminal Justice Act, ACJA.

It was revealed that many inmates at the correctional centre have been held for six years without trial.

Justice Halima emphasised the need for the police to comply with the law, stating, “It is the duty of the police to comply with the relevant rule of law, particularly the ACJA.”

The state’s Director of Public Prosecution, DPP, Barrister Usman Baba Nuraini, stated that his office has been fulfilling its responsibilities and working with the police to ensure justice is served. However, he expressed frustration over the police legal department’s lack of cooperation, citing difficulties in obtaining necessary documents and evidence.

“Prosecution must be carried out professionally, and we must ensure this happens soon,” Justice Halima concluded.
