Edo State Governor Monday Okpebholo faces intense backlash after demanding that Peter Obi, Nigeria’s 2023 Labour Party presidential candidate, obtain permission before visiting the state—a directive critics call unconstitutional and divisive. The controversy erupted on July 18, 2025, when Okpebholo, during a political rally in Benin City, declared Obi’s security would not be guaranteed without prior approval, asserting, “the new sheriff is in town.” He linked Obi’s recent charitable donation of ₦15 million ($10,700) to a local nursing school to alleged post-visit violence that left three dead.

The governor’s remarks drew condemnation from lawmakers, activists, and community leaders across party lines. Labour Party federal lawmaker Murphy Osaro Omoruyi labeled the statement a “blatant overreach” violating Nigeria’s constitution, which guarantees citizens’ freedom of movement. Tony Erha, a rights activist and self-described Okpebholo supporter, urged an apology, calling the comments “reckless” for a leader meant to unify.

Ogbeide Ifaluyi-Isibor, a former Edo commissioner, emphasized the governor’s threat conflicted with the state’s reputation for hospitality: “Edo people do not issue unwarranted threats. This governor is an exception, not our reflection.” Critics also questioned Okpebholo’s priorities, noting Edo’s pressing challenges, including insecurity, unemployment, and crumbling infrastructure.

Legal experts highlighted Section 41(1) of Nigeria’s 1999 Constitution, which explicitly protects citizens’ right to move freely. Omoruyi stressed that if restrictions were necessary, they should target criminal elements, not political figures, adding that Obi’s philanthropy deserved praise, not vilification. The governor’s attempt to blame Obi for violence drew further scrutiny, with calls to address security through policing rather than banning lawful visitors.

The backlash underscores growing tensions in Edo, where Okpebholo’s administration faces scrutiny over governance and adherence to democratic norms. Analysts suggest the incident may deepen political divides ahead of future elections, with opponents accusing the governor of prioritizing rhetoric over tangible reforms. As pressure mounts, observers await whether Okpebholo will retract the statement or pursue legal clarifications on executive authority.
