'We’ll have cheaper oil’ - IPMAN backs Dangote Refinery's distribution plan

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has instructed its members to register with Dangote Refinery ahead of the commencement of its nationwide fuel distribution scheme on September 15, 2025. This directive comes after Dangote Refinery announced plans to kick off fuel distribution across the country with reduced retail prices.

According to a statement released by IPMAN’s president, Abubakar Maigandi, and secretary, James Tor, members who have not yet registered with the refinery are urged to do so immediately. The association’s National Executive Committee informed its members that payment, loading, and supply of petroleum products at the Dangote Refinery have commenced. Members who have already registered are directed to resume immediate payment to the refinery.

Starting Monday, September 15, 2025, Dangote Refinery will commence product loading and supply directly to buyers’ locations within the country. Interested members who are yet to register with the refinery are advised to proceed with their registrations. The move is seen as a significant development in Nigeria’s fuel distribution landscape, with Dangote Refinery poised to play a major role in the country’s petroleum sector.

However, not all stakeholders are supportive of the scheme. The Nigeria Union of Petroleum and Natural Gas Workers, the Depot and Petroleum Products Marketers Association of Nigeria, and the Petroleum Products Retail Outlets Owners Association of Nigeria have expressed opposition to the plan, describing it as a “Greek gift” to Nigerians.

The Dangote Refinery’s decision to reduce retail prices and commence direct fuel supply is expected to have a significant impact on the country’s fuel market. With IPMAN’s directive to its members, the association is gearing up for the new distribution scheme, which is set to commence on Monday. As the development unfolds, it remains to be seen how the new fuel distribution scheme will affect the Nigerian market and its stakeholders.
