The UK’s Secret Intelligence Service, MI6, has launched a portal on the dark web to attract potential spies in foreign countries, particularly in Russia. The initiative, dubbed ‘Silent Courier’, aims to reach individuals with access to sensitive information on terrorism or foreign intelligence activities. The scheme was announced by MI6’s outgoing chief, Sir Richard Moore, in his final public speech in Istanbul.

The British government described the portal as a “secure messaging platform” that utilizes the anonymity of the dark web, allowing would-be spies and defectors to contact British intelligence. Instructions on accessing the webpage were published on MI6’s official YouTube channel, accompanied by a video featuring texts in Russian and depicting “fictional brave individuals” who have contacted the agency via the new portal.

MI6 drew inspiration from a similar CIA campaign launched in 2023, which also focused on Russia. The CIA’s initiative, featuring “Hollywood-quality” videos, was met with incredulity in Moscow and even prompted parody videos from Russia’s foreign intelligence agency, the SVR. Kremlin spokesman Dmitry Peskov criticized the CIA’s recruitment efforts, stating that they were using the wrong social media platform, as X is blocked in Russia.

The launch of the ‘Silent Courier’ portal comes amid reports that the CIA is struggling to recruit new informants and spies abroad. YouTube, which is being used by MI6 to promote the initiative, has been slowed down or “throttled” in Russia due to non-compliance with local laws. Moscow has previously acknowledged awareness of MI6’s covert operations against Russia, as well as the agency’s involvement in the Ukraine conflict, which was openly admitted by Sir Richard Moore last year.

The ‘Silent Courier’ initiative highlights the ongoing efforts by Western intelligence agencies to gather information and recruit assets in foreign countries, particularly in Russia. The use of the dark web and social media platforms reflects the evolving nature of espionage and recruitment in the digital age. As the global intelligence landscape continues to shift, it remains to be seen how effective MI6’s new initiative will be in attracting potential spies and gathering sensitive information.
