Rivers State Enhances Universal Health Coverage with Reforms

The Rivers State Government has initiated a comprehensive overhaul of its health system, focusing on service delivery, governance, financing, and infrastructure. This effort is aimed at achieving Universal Health Coverage (UHC), ensuring that all residents have access to quality healthcare regardless of their financial situation or location.

In commemoration of World Universal Health Coverage Day, observed annually on December 12, State Commissioner for Health Dr. Adaeze Oreh emphasized Governor Siminalayi Fubara’s commitment to providing healthcare to all residents. The governor has introduced the Rivers State Health Contributory Health Protection Programme (RIVCHIPP), a strategic initiative designed to achieve UHC in the state.

RIVCHIPP is a health insurance program that offers access to accredited healthcare facilities, providing essential services such as emergency care, maternal and child health, and financial protection from catastrophic health expenses. The program is operational and has already begun delivering benefits to residents. According to Dr. Oreh, RIVCHIPP serves as the state government’s primary mechanism for achieving UHC, ensuring that low-income earners and vulnerable residents are not left behind.

The state government’s commitment to UHC extends beyond health insurance. Efforts are underway to expand and strengthen the entire health system, including upgrading physical infrastructure, equipping facilities with modern technology and medical equipment, and recruiting health workers. These initiatives aim to reduce the financial burden on residents, improve the quality of care, and advance the state’s progress towards achieving UHC.

Dr. Oreh emphasized that attaining UHC is a collective responsibility, appealing to residents to enroll in the state’s health insurance program. She stressed that access to healthcare should be a right, not a privilege dependent on financial means.

The Executive Secretary of RIVCHIPP, Dr. Vetty Agala, noted that the program has made significant progress, with approximately 140,000 people accessing care since its inception in 2024. The program maintains a network of healthcare providers across the state, spanning 210 facilities in 23 local government areas.

As the state continues to work towards achieving UHC, the government’s efforts are expected to have a positive impact on the health and wellbeing of its residents. With a focus on accessibility, affordability, and quality of care, the Rivers State Government is taking significant steps towards ensuring that all residents have access to the healthcare they need.
