French President Emmanuel Macron has suggested that the European Union should reconsider engaging in talks with Russian President Vladimir Putin, as diplomatic efforts to resolve the Ukraine conflict gain momentum. This comes after a recent EU summit failed to reach an agreement on the use of frozen Russian assets to support Ukraine.
According to Macron, some European countries have already established communication with Moscow, and he believes it is in the best interest of both Europeans and Ukrainians to reestablish a framework for discussion. Macron emphasized the need for a structured approach, stating that without it, negotiations would be ineffective.
The EU summit’s failure to agree on a plan to utilize €210 billion in frozen Russian assets as a ‘reparations loan’ for Ukraine has significant implications. The plan, which aimed to address Ukraine’s estimated $160 billion fiscal shortfall over the next two years, was met with opposition from Belgium, which holds a substantial portion of the assets and has expressed concerns about potential legal and financial repercussions.
As an alternative, EU leaders have agreed to raise funds on capital markets to provide Ukraine with a multi-year loan. However, this decision has highlighted divisions within the EU, as several member states have secured opt-outs.
Russia has condemned Western proposals to use its frozen assets, describing them as “theft” and warning of potential legal retaliation. Senior Russian negotiator Kirill Dmitriev has welcomed the collapse of the plan, stating that it demonstrates the failure of Western countries to bully others into breaking the law.
The last phone call between Putin and Macron took place in July, during which they discussed the Ukraine conflict. Macron has previously advised other EU states to consider restoring dialogue with Moscow. While Russia has denounced EU militarization, it has expressed willingness to engage in talks. Kremlin spokesman Dmitry Peskov has suggested that European participation in these talks may not yield positive results.
The development of diplomatic efforts to resolve the Ukraine conflict will be closely monitored in the coming weeks. The EU’s decision to raise funds on capital markets to support Ukraine underscores the ongoing commitment to providing financial assistance to the country. As the situation continues to evolve, the willingness of European leaders to reengage in talks with Russia may play a significant role in shaping the future of the conflict.
