The Dispute Resolution and Development Initiative (DRDI) is advocating for increased citizen participation in local government budgeting processes in Jigawa State, Nigeria, to enhance transparency, accountability, and effective service delivery. According to Dr. Muhammad Mustapha Yahaya, Executive Director of DRDI, this call is based on a recent survey report titled “Citizen Response on Participation in Local Government Budget Processes and the Impact on Service Delivery in Six LGAs in Jigawa State.”
The study, conducted across six local government areas, including Mallam Madori, Hadejia, Birnin Kudu, Ringim, Kiyawa, and Gagarawa, assessed citizen engagement in budget formulation, challenges faced, and the impact on governance and service delivery. The findings revealed that while citizens participate in budget preparation, gaps exist in technical understanding, inclusiveness, and access to information.
To address these challenges, Dr. Yahaya recommends awareness creation and sensitization through workshops, seminars, and simplified budget documents in local languages. He also suggests leveraging community-based communication channels, such as local media, social platforms, and town hall meetings, to share budget information. Additionally, he emphasizes the need for inclusive participation, ensuring representation from marginalized groups in budget consultations.
The DRDI Executive Director also proposes regular capacity building on budget literacy and participation, including civic groups or coalitions to coordinate grassroots participation in budget work. He stresses the importance of transparency at the community level, making budget reports accessible to all stakeholders and promoting open dialogues around budget choices and implications.
Furthermore, Dr. Yahaya suggests establishing co-creation initiatives at the local level, allowing citizens to jointly determine budget priorities with local stakeholders through participatory budgeting practices. He also calls for effective feedback mechanisms through citizen-led monitoring and evaluation platforms to track budget implementation and service outcomes.
