Nigeria Moves Closer to Nationwide Proof of Address System with Over 10,000 Trained Front-End Partners

The Association of Local Governments of Nigeria (ALGON) has announced a significant milestone in the country’s efforts to standardize address verification at the grassroots level. According to a recent progress update, over 10,000 Front-End Partners (FEPs) have been trained nationwide to support the rollout of the Local Government Proof of Address system. The trained FEPs, drawn from across the states of the federation, are being prepared to commence enrollment as the project advances.

The development is part of a broader initiative to enhance service delivery, improve security coordination, and strengthen data reliability across Nigeria. ALGON noted that 405 local government areas have already signed bye-laws making Proof of Address a mandatory requirement for accessing services within their jurisdictions. Additionally, 20 states have formally adopted the Proof of Address bye-laws, providing the legal backing for implementation at the sub-national level.

To ensure nationwide alignment and stakeholder buy-in, sensitization meetings were held across the six geopolitical zones. The meetings, which took place between March and June 2025, brought together relevant stakeholders to discuss the project’s implementation and address any concerns. ALGON also disclosed that local government desk officers have been trained in 30 states and the Federal Capital Territory, with a total of 300 desk officers screened and equipped to support the project’s commencement.

Furthermore, about 2,000 field verifiers have been adopted to work alongside technology-driven solutions to authenticate residents who are not already captured in existing national and sub-national databases. The scale of training, legal adoption, and deployment underscores the commitment of local governments to delivering a credible, inclusive, and locally driven Proof of Address system.

As the project moves forward, the remaining states and local government areas are actively engaging relevant stakeholders to pass the extant law and complete the legal process required for full nationwide adoption. With the training of over 10,000 FEPs and the adoption of Proof of Address bye-laws by 20 states, Nigeria is making significant progress towards establishing a standardized address verification system. The successful implementation of this system is expected to have a positive impact on service delivery, security, and data reliability across the country.
