Low Turnout Ensures Peaceful FCT Council Polls

The Centre for Democracy and Development (CDD) has linked the peaceful conduct of the recent Federal Capital Territory (FCT) Area Council elections to a significantly low voter turnout. Dauda Garuba, Director of CDD, made the observation during an interview on Arise Television’s ‘Prime Time’ programme on Monday.

The municipal polls, held over the weekend, saw the ruling All Progressives Congress (APC) secure victory in five out of the six Area Councils, with the Peoples Democratic Party (PDP) winning the Gwagwalada Council. Across the territory, reports of violence or major electoral disruptions were minimal.

Garuba stated the election’s tranquillity, despite some minor administrative issues, was noteworthy. He attributed this calm directly to the sparse participation of voters. “This tranquillity can be attributed to the significantly low voter turnout, which reduced opportunities for conflict,” he said.

The director provided a specific illustration from his observation, noting a polling unit in Kuje where only two out of 1,168 registered voters had cast ballots by mid-morning. He described a pattern where residents were engaged in personal activities before gradually proceeding to vote later in the day.

The FCT Area Council elections determine local government leadership responsible for community services and grassroots administration within Nigeria’s capital. While the outcome strengthens the APC’s control in most districts, the CDD’s analysis suggests the lack of large crowds, a common feature in more participatory polls, may have been a key factor in preventing the tense confrontations often seen in Nigerian elections.

The commentary introduces a complex dimension to the assessment of electoral success, highlighting that procedural peace can coincide with public disengagement. The observed low turnout raises subsequent questions about civic participation and the representativeness of the declared mandates in the FCT’s local governance structure.
