In a strong display of commitment, the Nigerian Federal Capital Territory Administration (FCTA) has declared its intention to prosecute the contractors responsible for the collapse of a four-storey building that left nine labourers injured. The FCT Permanent Secretary, Mr Olusade Adesola, personally visited the site of the incident on Tuesday and warned that any staff found complicit in the matter will face severe consequences.

Expressing his disappointment, Olusade revealed that the project handlers had unlawfully resumed construction during the recent Eid holidays, despite being advised and served with a stop-work notice by the project consultant and the FCDA (Federal Capital Development Authority) respectively. He emphasized that the collapse was a direct consequence of ignoring the professional advice given.

A high-powered committee, led by Engr Shehu Ahmed, the Executive Secretary of the FCDA, has been set up to investigate the incident and provide a comprehensive report on the need to sanction the developers and other persons involved.

Meanwhile, the Director of Development Control, Mukhtar Galadima, has called for the establishment of a high-powered panel to determine the cause of the disaster and ensure appropriate disciplinary actions are taken against those found responsible.

Preliminary investigations revealed that when the contractor began the project, there were concerns raised by officers on-site and they requested a resubmission of the basement design since the initial design did not reflect the topography of the area. Due to the site’s swampy nature, the contractor was instructed to resubmit a basement-inclusive design.

Galadima noted, “Somewhere along the line, there were modifications made to the construction, and we advised the contractor to halt work until those changes were properly integrated into the design.” Unfortunately, the contractor resumed work during the Sallah break and the workers were in the process of casting concrete on the existing structure when the tragic incident occurred.

In light of the situation, the Director-General of the FCT Emergency Management Agency (FEMA), Dr Abbas Garba Idris, announced the suspension of rescue operations at the site. He assured the public that all nine individuals affected by the collapse had been successfully evacuated.

Dr Idris expressed his gratitude to all the responders involved in the rescue efforts, including the FCT Police Command, FCDA, Federal Road Safety Corps, Federal and FCT Fire Services, Civil Defence Corps, Department of State Services, Department of Development Control, and the National Emergency Management Agency.

As part of his closing remarks, the FEMA Boss urged builders and engineers to adhere to building codes and follow established rules and regulations.
