Borno State Governor in Northeast Nigeria, Professor Babagana Umara Zulum has sworn in Commissioners, Permanent Secretary and Chief special advisers respectively.
By the Nigerian constitution’s provision, which requires a state governor to appoint members of the Executive Council within the state, this action serves to demonstrate democracy in action to the people.
Governor Zulum presided over the swearing-in ceremony of the appointees, with the state’s Chief Justice, Justice Kashim Zannah, administering the oath of office.
Earlier, Governor Zulum appointed Mustapha Ali Busuguma as permanent secretary who took the oath of office alongside other appointees.
Busuguma had served 3 Governors in the past 18 years in different capacities, before becoming the personal secretary to the present governor and has now been elevated to a permanent secretary in the State civil service.
The Governor also presided over the swearing-in of 17 commissioners that will serve in his cabinet as members of the Executive Council and their portfolios as stipulated by the constitution.
They are: Alhaji Babagana Malarima, Ministry of Religious Affairs, Engr Ibrahim Idris Garba, Ministry of Reconstruction, Rehabilitation and Resettlement, Professor Baba M Gana, Ministry of Health, Ahmed Ali Ahmed, Ministry of Finance, Engr Bawu Musami, Ministry of Agriculture and Natural Resources, Mr Tarfaya Asriya, Ministry of Commerce, Trade and Investment, Hon Saina Buba, Ministry of Poverty Alleviation Sports and Youth Development and Hon Tukur Ibrahim, Ministry of Inter-Governmental Affairs
Others are Engr Dr Babagana Mallambe Mustapha, Ministry of Budget and Planning, Zuwaira Gambo, Ministry of Women Affairs and Social Development, Engr Mustapha Gubio, Ministry of Works and Housing, Engr Emat Kois, Ministry of Environment, Engr Lawan Abba Wakilbe, Ministry of Education, Science, Technology and Innovation, Sugun Mai Mele, Ministry of Local Government and Emirate Affairs, Engr Tijjani Goni Alkali, Ministry of Water Resources, Professor Usman A Tar to the Ministry of Information and Internal Security and Barrister Hauwa Abubakar Ministry of Justice.
Similarly, the Borno State Governor also approved the appointments of three (3) Chief Special Advisers, Dr Mairo Mandara, who will serve as Chief Adviser and Coordinator on sustainable development partnership and Humanitarian Support, Amb. Adamu Abbas Chief Policy Analyst and Research and Barrister Simon C. Malgwi as Chief Adviser on legal matters.
In his remarks, Governor Zulum said: “In accordance with the policies and programme of the administration our mission in the state is to ensure the entrenchment of the purpose of the government to provide purposeful development and security across the state.
“There’s no better way of achieving that goal than selecting the most tactical minds to conduct public,”
