The Code of Conduct Bureau (CCB) has commenced an investigation into the activities of Muhyi Rimingado, the Chairman of the Kano State Public Complaint and Anti-Corruption Commission (PCACC).
In a related development, the Economic and Financial Crimes Commission (EFCC) has summoned the Director of Finance of the Kano anti-graft body to Abuja in order to provide relevant financial records pertaining to Rimingado.
A letter of invitation, dated 8th August 2023 and signed by Muhtar Bello, the acting Deputy Director of Cybercrime and other related offences at the EFCC, has confirmed the request. The letter, obtained and reviewed by journalists, stated that the PCACC is expected to submit Rimingado’s financial records from 2019 onwards for further investigation.
The letter reads: “The Commission is currently investigating a case that necessitates seeking clarification from your office.
“In view of the above, you are requested to release the Director of Finance and Accounts to appear for an interview with the undersigned at Plot 301/302 Institution and Research District Jabi, along Airport Road, Abuja on Monday, 29th August 2023, at 10:00am. He should bring along the following information:
1. Details of the total funds released to your office by the Office of the Accountant-General of Kano State from 2019 to 2021 fiscal year.
2. Details of the total funds released to your office by the Kano State Ministry of Local Government from 2019 to 2021, including contracts executed and details of beneficiary accounts.
3. Any other relevant information that may assist the commission in its investigation.”
Furthermore, in a separate letter issued by the CCB and signed by Gwimi S. P., the Director of Intelligence, Investigation & Monitoring, the Bureau has launched an investigation into the alleged violation of the Code of Conduct for Public Officers by Rimingado.
The letter also directed the Director of the Personnel Management Department of the Kano anti-corruption agency to provide the required information to facilitate the probe.
The letter, dated 14th August and addressed to Rimingado, stated: “In line with the mandate and powers of the Bureau as stipulated in the 3rd Schedule, Part 1, paragraph 3(e) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), the Code of Conduct Bureau is investigating a case of alleged violation of the Code of Conduct for Public Officers by a staff member of your organization named Muhuyi Magaji Gado.
“Consequently, please furnish the Bureau with Certified True Copies (CTC) of detailed information on the following:
1. His letter of appointment/acceptance.
2. Salary payslips from July 2020 to August 2023.
3. Records of Service.
“While anticipating your prompt response, please accept the Bureau’s sincere regards.”
