The Independent National Electoral Commission (INEC) disclosed that the Federal Government of Nigeria disbursed a total of N313.4 billion ($765.4 million) for the upcoming 2023 general elections as of September 2023. This release is part of the approved budget of N355.2 billion for the election.
INEC outlined the distribution of the funds which included N159.7 billion for electoral operations, N117.3 billion for electoral technology, and N20.4 billion for electoral administrative costs. Additionally, N7.4 billion was allocated for unforeseen electoral expenses.
Due to various challenges such as inflation, exchange rate differentials, and infrastructure damage from attacks on INEC facilities, the commission requested a supplementary appropriation of N52 billion from the presidency. This was approved by the National Assembly, bringing the total allocation to N355.2 billion.
Despite facing financial constraints, INEC emphasized that the average cost per registered voter for the 2023 election falls within the internationally acceptable range of $4 to $8. The commission highlighted the support received from development partners for training, capacity building, voter education, and integrity enhancement in the electoral process.
In accordance with constitutional provisions, funding for INEC’s expenditures is drawn directly from the Consolidated Revenue of the Federation, ensuring financial transparency and accountability. The government of Nigeria bears the sole responsibility for funding the Commission as part of its sovereign obligation.
As preparations for the 2023 general elections continue, INEC remains dedicated to upholding democratic principles, promoting citizen participation, and ensuring inclusivity for all segments of the population.
