Boko Haram’s Enduring Threat: Flexibility and Systematic Approach Needed to Combat Insurgency

For over 15 years, the Boko Haram insurgency has ravaged the Lake Chad Basin, leaving a trail of death, displacement, and destruction in its wake. Despite military operations and successes, the group’s ability to adapt and evolve has ensured its continued threat to regional security and stability.

Operation Lake Sanity, a multinational effort launched in 2022, has achieved significant gains against Boko Haram, including the neutralization of 140 insurgents, the arrest of 57 individuals involved in violent extremist activities, and the surrender of 176 Boko Haram fighters and associates. However, these successes have also led to the dispersal of fighters to peripheral areas, where they have begun attacking civilians and using improvised explosive devices (IEDs) and suicide bombers.

The Multinational Joint Task Force (MNJTF) leading the operation must stay ahead of these dynamics, adopting a flexible and systematic approach to counter Boko Haram’s tactics. This includes targeting the group’s remote bases and hideouts, securing peripheral areas, and bolstering the presence of police and gendarmerie in these regions.

The use of IEDs and suicide attacks by Boko Haram poses a significant risk to security forces and civilians alike, and must be tackled head-on to prevent a resurgence of the terrorist factions. The group’s ability to reorganize and consolidate after being dispersed is a concern, as seen in previous encounters.

To combat this threat, a comprehensive strategy is needed, including regular operations by combined forces from Lake Chad Basin countries, demining operations, and technologies like mine-resistant ambush protected vehicles. Engaging with local communities and ramping up community development efforts will also be crucial in creating a united front against the insurgents.

Ultimately, the need for more humanitarian aid and socio-economic support for affected communities cannot be overstated. This will reduce their vulnerability to the propaganda and recruitment tactics used by violent extremists and other criminal groups.

As Remadji Hoinathy, Senior Researcher at the Institute for Security Studies (ISS), notes, "A flexible approach is necessary to stay ahead of Boko Haram’s evolving tactics. The region must work together to address the root causes of the insurgency and provide support to affected communities."

In conclusion, while Operation Lake Sanity has achieved significant successes, the ongoing threat posed by Boko Haram requires a sustained and systematic effort to combat the group’s adaptability and resilience. A flexible approach, combined with community engagement and humanitarian support, is essential to ensuring the long-term stability and security of the Lake Chad Basin region.
