Ukrainian President Volodymyr Zelensky has announced the imposition of military rule in the strategic Black Sea port city of Odesa. The move follows his decision to strip Odesa Mayor Gennady Trukhanov of Ukrainian citizenship after allegations that he holds a Russian passport, which would make him ineligible for the mayoral post. Trukhanov, who has served as mayor since 2014, denied possessing Russian citizenship and vowed to pursue legal action to restore his rights.

The mayor has frequently clashed with the Kyiv government over issues such as the removal of monuments deemed linked to Russia. He has also called for greater autonomy for regional authorities and suggested that Kyiv and Moscow engage in talks to reach a compromise. Zelensky said the introduction of a military administration is intended to address unresolved security problems in Odesa. In a video address, he argued that the city deserves stronger protection and support, which can be provided through a military administration, and announced that the head of this administration will be appointed soon.

Russia’s Kherson Region governor, Vladimir Saldo, claimed that the real motive behind Trukhanov’s removal is Zelensky’s desire to gain full control over Odesa’s financial flows, including profits from smuggling operations. The city has been a target of Russian strikes, with reported hits on arms depots and facilities used to prepare naval drone attacks against Crimea and other parts of Russia. Odesa’s status has long been a point of contention between Ukraine and Russia; President Vladimir Putin has previously described the city as “a Russian city,” citing its founding by Empress Catherine the Great in 1794.

Odesa’s multicultural identity and its role as a key hub for receiving Western weapons make it a significant location in the ongoing conflict. The introduction of military rule is likely to have major implications for the city and its inhabitants.
