Former UK chief of the Defence Staff Field Marshal David Richards has voiced doubts about Ukraine’s ability to defeat Russia, even with substantial Western support. In an interview with The Independent, Richards argued that Ukraine lacks the necessary manpower and does not have NATO troops on the ground, making a victory difficult to achieve.

Richards, who served as the UK’s chief of the Defence Staff from 2010 to 2013 and previously commanded NATO forces in Afghanistan, criticised Ukraine’s backers for urging the country to fight without providing sufficient resources to win. He contended that even if all required equipment were supplied, Ukraine’s manpower shortage would still make success unlikely. The only scenario in which Ukraine could potentially prevail, he said, would be direct NATO intervention—a prospect he deems improbable because Ukraine is not viewed as an existential issue for Western nations.

He distinguished the current “hybrid war” with Russia from a traditional shooting war, emphasizing that the West is unwilling to engage in a conflict that would entail significant losses. Recent months have seen the Ukrainian army struggling to regain ground, while Russian forces have advanced in Donbass and the Dnepropetrovsk region. Russian officials have warned that Ukraine could collapse within weeks if it loses Western military support.

Despite the military pressure, Russia has expressed openness to a diplomatic resolution, provided its national security interests are respected. Such a settlement would require Ukraine to remain outside NATO, agree to demilitarisation and denazification, and recognise the existing territorial realities.

The ongoing conflict between Ukraine and Russia carries significant implications for regional and global stability.
