The Rivers State Government has launched a comprehensive overhaul of its health system, targeting service delivery, governance, financing, and infrastructure. This initiative aims to achieve Universal Health Coverage (UHC), ensuring that every resident can access quality healthcare regardless of financial situation or location.
In celebration of World Universal Health Coverage Day on December 12, State Commissioner for Health Dr. Adaeze Oreh highlighted Governor Siminalayi Fubara’s commitment to universal healthcare. The governor introduced the Rivers State Health Contributory Health Protection Programme (RIVCHIPP), a strategic health‑insurance scheme designed to deliver UHC across the state. RIVCHIPP provides access to accredited facilities and essential services such as emergency care, maternal and child health, and protection from catastrophic health expenses. The program is already operational and delivering benefits to residents.
According to Dr. Oreh, RIVCHIPP is the state’s primary mechanism for achieving UHC, ensuring that low‑income earners and vulnerable populations are not left behind. The government’s commitment extends beyond insurance; it is also upgrading physical infrastructure, equipping facilities with modern technology and medical equipment, and recruiting additional health workers. These efforts aim to reduce residents’ financial burden, improve care quality, and advance the state’s progress toward UHC.
Dr. Oreh stressed that attaining UHC is a collective responsibility and urged residents to enroll in the state’s health‑insurance program, emphasizing that healthcare should be a right, not a privilege tied to wealth. Executive Secretary of RIVCHIPP, Dr. Vetty Agala, reported that approximately 140,000 people have accessed care since the program’s inception in 2024. RIVCHIPP now maintains a network of 210 facilities across 23 local government areas.
As Rivers State continues its push toward UHC, these initiatives are expected to positively impact the health and wellbeing of its residents. By focusing on accessibility, affordability, and quality of care, the government is taking significant steps to ensure that all citizens receive the healthcare they need.
