Chief Judge Reviews Cases in Taraba Jail Delivery Programme

The Chief Judge of Taraba State, Justice Joel Agya, has reviewed 35 cases of inmates awaiting trial at the Wukari Medium Security Custodial Centre, resulting in the discharge of eight inmates and the grant of bail to several others. The exercise is part of a targeted state judiciary initiative to decongest correctional facilities and expedite the administration of justice.

The Tuesday review encompassed 13 cases pending in the High Court and 22 in lower courts. Justice Agya emphasized that the judiciary’s duty extends beyond courtrooms to safeguarding the rights of individuals within the criminal justice system. He stated that such “jail delivery” exercises are crucial mechanisms for ensuring no person is deprived of liberty unjustly or held beyond legally permissible periods.

“This reality underscores the need for closer collaboration among all stakeholders,” Justice Agya said, identifying the Nigeria Correctional Service, Police, Ministry of Justice, and Legal Aid Council as essential partners in addressing persistent overcrowding. He commended Governor Agbu Kefas for supporting justice sector reforms and reaffirmed the judiciary’s commitment to fairness and the rule of law. The Chief Judge also advised magistrates to prioritize restorative justice and non-custodial sentencing options where appropriate.

Francis John, Controller of Corrections for the Taraba State Command, praised the judiciary’s intervention, noting its critical role in providing relief for inmates and reducing congestion. He highlighted a similar prior exercise at the Jalingo facility, stressing that such actions demonstrate a commitment to ensuring justice is not only done but is visibly done, especially for those detained due to economic hardship or prolonged processes.

The nationwide challenge of overcrowded custodial centres, often populated by a significant number of awaiting-trial inmates, has prompted various state judiciaries to adopt proactive reviews. The Taraba State Judiciary’s ongoing jail delivery programme represents a concerted effort to improve efficiency, protect citizens’ rights, and align case disposal with constitutional guarantees of liberty and a fair hearing within a reasonable time.
