Guterres: Gulf War Out of Control, Urges Diplomacy

UN Chief Warns Gulf Conflict spiralling ‘out of control,’ appoints envoy for peace efforts

UN Secretary-General António Guterres has warned that the escalating conflict in the Gulf, involving the United States and Israel against Iran, has spiralled “out of control” and risks triggering a wider war with severe global consequences.

Speaking in New York on Wednesday, Guterres said the violence had far exceeded initial expectations, pushing the world to the brink of a broader confrontation. “The world is staring down the barrel of a wider war, a rising tide of human suffering, and a deeper global economic shock,” he stated, adding bluntly: “This has gone too far.”

Despite the dramatic military escalation, the Secretary-General insisted diplomacy remains the only viable path forward. “Diplomacy must prevail. War is not the answer. We need a way out of this disaster,” he said. “Diplomacy is the way out. Full respect of international law is the way out. Peace is the way out.”

To spearhead UN efforts, Guterres announced the appointment of veteran diplomat Jean Arnault as his Personal Envoy. Arnault will work “more directly on the ground” to support mediation initiatives and engage with all parties to assess the conflict’s far-reaching impacts.

Guterres directly addressed the warring states, urging the United States and Israel to “end the war” and calling on Iran “to stop attacking their neighbours that are not parties to the conflict.” He stressed that freedom of navigation, particularly through the strategic Strait of Hormuz, must be respected, warning that prolonged disruption there is choking vital supplies of oil, gas, and fertiliser.

The Secretary-General highlighted the conflict’s destabilising global fallout. He noted markets are “in turmoil” and humanitarian operations are constrained, with the economic shock hitting the most vulnerable hardest—especially in developing countries burdened by debt and rising costs.

A particular concern is the disruption of fertiliser supplies, which Guterres warned poses a direct threat to global food security. “Without fertilisers today, we might have hunger tomorrow,” he said. Soaring energy prices, driven by the crisis, risk fuelling inflation and deepening poverty worldwide.

Guterres expressed deep regret that the war has upended the entire region, with shockwaves spreading across the globe. The appointment of the Personal Envoy marks a significant UN intervention aimed at de-escalation, as the Secretary-General reiterated that the current trajectory is unsustainable and demands an immediate return to dialogue.
