The Independent Petroleum Marketers Association of Nigeria (IPMAN) has instructed its members to register with Dangote Refinery ahead of the launch of its nationwide fuel distribution scheme on September 15, 2025. The directive follows Dangote Refinery’s announcement that it will begin distributing fuel across the country at reduced retail prices. In a statement released by IPMAN president Abubakar Maigandi and secretary James Tor, members who have not yet registered with the refinery are urged to do so immediately.

The association’s National Executive Committee informed members that payment, loading, and supply of petroleum products at Dangote Refinery have already begun. Those who have registered are directed to resume immediate payments to the refinery. Starting Monday, September 15, 2025, Dangote Refinery will load and supply products directly to buyers’ locations nationwide. Interested members who have not yet registered are advised to complete their registrations promptly.

The move is seen as a significant development in Nigeria’s fuel distribution landscape, with Dangote Refinery poised to play a major role in the country’s petroleum sector. However, not all stakeholders support the scheme. The Nigeria Union of Petroleum and Natural Gas Workers, the Depot and Petroleum Products Marketers Association of Nigeria, and the Petroleum Products Retail Outlets Owners Association of Nigeria have expressed opposition, describing the plan as a “Greek gift” to Nigerians.

Dangote Refinery’s decision to reduce retail prices and commence direct fuel supply is expected to have a substantial impact on the fuel market. With IPMAN’s directive, the association is preparing for the new distribution scheme set to begin on Monday. As the development unfolds, it remains to be seen how the new fuel distribution scheme will affect the Nigerian market and its stakeholders.
