Venezuela has made a significant diplomatic offer to the United States, proposing sweeping economic concessions in exchange for de‑escalating tensions between the two nations. According to sources cited by the New York Times, Caracas offered to allow American companies to take a major stake in its oil sector, grant preferential contracts to U.S. businesses, and redirect its oil exports from China to the United States. The proposal, discussed in secret talks between Venezuelan officials and U.S. envoy Richard Grenell, also called for scaling back energy and mining deals with Chinese, Iranian, and Russian companies.

The negotiations, which lasted several months, aimed to reduce bilateral tensions but ultimately failed to produce an agreement because of disagreements over the political future of President Nicolás Maduro. The United States has been critical of Maduro’s government, accusing him of links to narcotics networks—a charge he denies. In recent weeks, Washington has conducted strikes off Venezuela’s coast against what it called “drug boats,” killing more than two dozen people and expanding its military presence in the region. Caracas has accused the United States of seeking regime change, a claim U.S. officials have denied.
