US-Mali visa row: US removes Mali from list requiring visa bonds

The United States has removed Mali from its list of countries required to post visa bonds for tourist and business visas, effective immediately. This change follows a diplomatic row that began in early October when the U.S. introduced a new visa‑bond pilot program that included Mali. In retaliation, Mali imposed an identical policy, requiring U.S. citizens to post bonds of up to $10,000 to obtain a visa. The U.S. program, intended to ensure visitors comply with visa terms, therefore sparked a reciprocal measure from Mali.

With the United States revising its list, Mali is no longer subject to the bond requirement, although Mali’s own visa‑bond demand for American citizens remains in place. It remains to be seen how Mali will respond to this development.

The visa‑bond program has been a point of contention between the United States and several African nations in recent months. Washington has used visa policies to exert pressure on countries that have not cooperated with its deportation efforts. For example, visa proceedings were suspended in Burkina Faso after that country refused to accept U.S. deportees, and visas for Zimbabwean citizens were temporarily halted. Currently, citizens of several African states—including Mauritania, São Tomé and Príncipe, Tanzania, The Gambia, Malawi, and Zambia—are still required to post bonds to obtain U.S. visas. Implementation dates vary, with some requirements taking effect as early as August 20, 2025, and others on October 23, 2025.

The removal of Mali from the U.S. visa‑bond program may be seen as a positive step for diplomatic relations between the two countries. However, because Mali’s reciprocal policy remains in force, the issue is not yet fully resolved. As the situation unfolds, further diplomatic efforts are likely as the United States and Mali work toward a more mutually beneficial visa policy.
