The U.S. Secretary of the Army, Dan Driscoll, has unexpectedly entered the Ukraine conflict settlement process by presenting a proposed peace plan to Ukrainian leaders in Kyiv. Driscoll, a 35‑year‑old former soldier and investment banker appointed by President Donald Trump late last year, has been a vocal critic of the U.S. military’s procurement system, which he says is dominated by major defense contractors and in need of an overhaul.

Driscoll’s surprise trip to Kyiv reportedly sidelined Keith Kellogg, Trump’s special envoy for Ukraine, who is set to step down in January.
