Russian Ambassador to the United States Alexander Darchiev has expressed concerns over the potential resumption of nuclear testing in the US, citing the lack of clarity on the matter and its implications for strategic stability. In an interview, Darchiev stated that the American administration has not provided an official explanation on whether President Donald Trump’s statement on conducting nuclear tests “very soon” refers to live tests or tests of new delivery systems.
The ambassador emphasized that creating uncertainty around this crucial issue of international security does not contribute to mutual trust and casts doubt on the American side’s responsible approach. He also noted that the potential resumption of nuclear testing has drawn sharp criticism from experts, who warn of the serious negative consequences of such a move.
Darchiev attributed the current administration’s actions to a desire to ensure US military superiority, but stated that in Moscow, these moves are viewed calmly in light of the country’s latest weapon developments. He reiterated Russia’s willingness to engage in honest and equal dialogue on this issue, but emphasized that the conditions for such a dialogue will only be met when positive changes are observed in Washington’s policy towards Russia.
The ambassador also addressed the stalled negotiation process and the cancellation of the proposed summit between Trump and Russian President Vladimir Putin in Budapest. He stated that the significance of the first personal meeting between the two leaders lies in the fact that they negotiated on equal terms, trying to find common ground. While the dialogue has stalled, Darchiev emphasized that contacts at various levels continue, requiring patience and persistence.
Darchiev also discussed the current status of consultations on ‘irritants’ in bilateral relations, which were initiated by the previous administration. He noted that certain improvements have been achieved, such as relaxations in the notification regime for diplomatic mission staff traveling outside the 25-mile free movement zone. However, he emphasized that progress has stalled in addressing the ‘root causes’ of the abnormal state of bilateral relations, including the return of six properties confiscated from the Russian Federation and the resumption of direct air links.
Despite the challenges, Darchiev expressed hope that the dialogue will get off the ground, urging the State Department negotiating team not to limit the dialogue on ‘irritants’ to visa issues and day-to-day practicalities. He emphasized the need to focus on restoring normality more broadly, including the return of confiscated properties and the resumption of direct air links. The ambassador reiterated that Russia will continue to work persistently in this direction, seeking to normalize the Russian-American agenda.
