Rwanda signs $228 agreement with US under Washington's new aid model

The United States and Rwanda have signed a significant agreement to strengthen Rwanda’s health sector and promote long‑term financial self‑reliance. Announced on Friday, the $228 million deal follows a meeting between Rwandan President Paul Kagame and Democratic Republic of Congo President Félix Tshisekedi, during which they reaffirmed their commitment to a U.S.–brokered peace plan for eastern Congo.

Under the agreement, the United States will allocate $158 million to help Rwanda combat infectious diseases such as HIV and malaria and to enhance its disease‑surveillance and outbreak‑preparedness capabilities. In return, the Rwandan government will increase its domestic health investment by $70 million, demonstrating its commitment to the partnership.

The deal is part of the America First Global Health Strategy, a new approach to overseas aid that emphasizes self‑reliance in managing health systems. Earlier this week, Kenya became the first nation to sign a deal under this initiative, marking a notable step toward global health security.

By supporting Rwanda’s health sector, the United States aims to reduce the burden of infectious diseases and promote economic growth, while underscoring the importance of countries taking ownership of their health systems. The timing is critical, as the global community continues to confront pandemics and emerging health threats. Collaborative investment in health infrastructure can build resilient systems better equipped to respond to these challenges.

As the United States and Rwanda move forward with this partnership, they set an important example for other nations, illustrating the value of cooperation and investment in global health security.
