Kaduna State Government has clarified that it has not borrowed any funds since Governor Uba Sani assumed office, and the 2026 budget will be financed without borrowing. According to Commissioner of Planning and Budget, Hon Muktari Ahmed Monrovia, the 2026 budget will be funded through statutory allocations, Internally Generated Revenue, and grants.
The clarification comes after a section of the media misunderstood the loan drawdown component of the budget. Hon Monrovia explained that previous administrations had collected loans, and the state is currently drawing down from these existing loans, with no new loans taken by the current government. He added that terminating these loan agreements prematurely would result in penalties higher than the cost of interest repayments.
Despite financial pressures, the Governor Uba Sani administration has continued to service the loan commitments for both principal and accrued interest, which were negotiated and taken by the previous administration. The government has allocated ₦698.9 billion, representing 70.9 percent of the N985.9 billion budget, to capital expenditure, focusing on infrastructure development, economic expansion, and improved service delivery.
The 2026 budget, signed into law by Governor Uba Sani on December 22, 2025, prioritizes education, with 25 percent of the budget allocated to this sector. Infrastructure and rural transformation also receive 25 percent, while health and agriculture and food security receive 15 percent and 11.65 percent, respectively. Additionally, N100 million has been allocated to each ward in Kaduna State for community-driven projects, allowing the people to determine their priorities and drive development from the grassroots.
The budget, titled “Consolidation of Transformation for Inclusive Development,” aims to stimulate economic activity and improve service delivery across the state. With the operation of the 2026 budget commencing on January 1, the government has aligned the fiscal and calendar years, ensuring a smooth implementation of its development projects. As the government moves forward with its budget implementation, it remains committed to serving the people of Kaduna State with prudence and inclusivity.
