Yobe State has achieved full budget implementation over the past five years, a success attributed to strict adherence to fiscal transparency and accountability by Governor Mai Mala Buni. During a visit from the Revenue Mobilisation and Fiscal Allocation Commission (RMAFC) on Tuesday, the governor announced that the state recorded 100 percent budget execution between 2021 and 2025. Represented by Dr. Muhammad Gana, the state Commissioner for Health, Buni explained that compliance with the annual budget, as mandated by law, was the guiding principle behind this achievement.

The governor noted that the majority of the funds used for implementation were sourced from federal allocations, internally generated revenue (IGR), loans, and grants. He highlighted that both the state and local government councils had previously submitted detailed data to the RMAFC. This data encompassed public primary and secondary school enrollments, hospital infrastructure procured, and IGR from January 2021 to December 2025. Buni pledged full support for the commission’s data verification exercise, emphasizing that the RMAFC is well-positioned to contribute to Nigeria’s economic rejuvenation.

Leading the RMAFC delegation, Federal Commissioner Alhaji Bello Wamako stated that the team’s mission was to verify and update data that would inform the next review of the revenue allocation formula. He referenced paragraph 32(b) of Part I of the Third Schedule of the 1999 Constitution, which empowers the commission to continuously review the formula to reflect changing socio-economic realities. Wamako explained that Nigeria’s revenue allocation system is based on a set of proxies and indices designed to ensure fairness, equity, and justice in the distribution of national resources.

He stressed the importance of periodic reviews, citing evolving population dynamics, expanding infrastructure, shifting development gaps, and emerging challenges as factors necessitating these updates. The team leader called on the state to facilitate access to relevant data and records, enable movement to rural areas, and provide a conducive environment for the verification process. This exercise is part of a nationwide effort to validate data integrity ahead of the next revenue allocation review, which is currently at an advanced stage.
