Lagos State has secured the top spot in the 2025 Phillips Consulting State Performance Index, earning an exclusive five-star rating that sets it apart from all other 36 states and the Federal Capital Territory. The ranking, which blends hard data with citizen feedback, places Lagos as Nigeria’s undisputed leader in governance, economic development, and service delivery.
The index evaluated states across eight critical sectors: fiscal management, economic development, infrastructure, healthcare, education, governance, environmental sustainability, and digital access. Lagos emerged as the sole state in the elite five-star category, described by the report as “exceptional.” Trailing behind were Ogun, Kaduna, Adamawa, and Niger, which earned four-star ratings for strong performance in several areas, though none matched Lagos’s overall effectiveness.
Lagos’s dominance stems from its exceptional internally generated revenue, infrastructure development, private-sector growth, and public service delivery. The state’s strategic position as Nigeria’s commercial and financial capital drives its performance, supported by an extensive transportation network, thriving business ecosystem, and port infrastructure. The report also highlights Lagos’s leadership in innovation and digital transformation, noting that technology-driven governance reforms have strengthened transparency and citizen engagement.
Unlike many states that rely heavily on federal allocations, Lagos consistently generates and deploys local resources to finance development projects and expand public services. This fiscal independence weighed heavily in its final assessment. The index methodology assigned 70 percent weight to objective performance indicators and 30 percent to citizen perception scores, with nearly 10,000 respondents providing insights into public confidence.
Analysts note that Lagos’s emergence as the sole five-star state reflects not only its economic strength but also the effectiveness of governance structures evolved over successive administrations. The 2025 result marks a stronger separation from competitors, with no other state attaining the coveted category. Ogun, ranking second, maintains its reputation as an industrialized state, while Kaduna, Adamawa, and Niger show notable improvements.
