The Nigerian Upstream Regulatory Commission (NUPRC), previously known as the Department of Petroleum Resources (DPR), has announced intentions to relocate some of its departments and units from Abuja to Lagos. This decision comes despite the hefty expenditure of N70 billion on constructing a new headquarters in Abuja. The move is expected to enhance service delivery and optimise asset utilisation in Lagos.
In a memo titled ‘Movement to Lagos’ signed by the executive commissioner, corporate services and administration, Kelechi Onyeakachi Ofoegbu, the NUPRC outlined the reasons for considering the relocation. It emphasized the objectives of improving organizational efficiency, driving industry growth, and managing office accommodation. The commission has requested each department to identify units capable of independent operation with minimal supervision, with submissions expected by February 23, 2024.
However, an anonymous insider source expressed concerns about the potential disruption in service delivery and staff productivity. The source alleged that the relocation from Lagos was primarily intended to consolidate the enactment of the Petroleum Industry Act and ensure its seamless implementation. It was also revealed that over N70 billion had been spent on the construction of a new head office in Abuja, with 80% completion.
The decision to relocate has drawn parallels to similar moves by other government bodies, leading to allegations of regional marginalization. However, the minister of information and national orientation, Mohammed Idris, defended the relocation, citing increased operational efficiency and reduced operating costs as key benefits.
As the memo gains traction on social media, the NUPRC is yet to issue an official response. The impending relocation is expected to stir further debate, drawing attention to financial implications, staff welfare concerns, and its potential impact on operations.
