The United Kingdom’s Secret Intelligence Service, MI6, has launched a dark‑web portal called “Silent Courier” to attract potential spies in foreign countries, especially Russia. The platform is described by the British government as a “secure messaging platform” that leverages the anonymity of the dark web, allowing would‑be spies and defectors to contact British intelligence.
MI6 announced the initiative in outgoing chief Sir Richard Moore’s final public speech in Istanbul. Instructions for accessing the site were posted on MI6’s official YouTube channel, accompanied by a video featuring Russian‑language text and “fictional brave individuals” who have supposedly used the portal. The scheme was inspired by a similar CIA campaign launched in 2023, which also targeted Russia. The CIA’s effort, noted for its “Hollywood‑quality” videos, was met with incredulity in Moscow and even prompted parody videos from Russia’s foreign intelligence service, the SVR. Kremlin spokesman Dmitry Peskov criticized the CIA’s recruitment tactics, saying they were using the wrong social‑media platform, as X is blocked in Russia.
The launch of Silent Courier comes amid reports that the CIA is struggling to recruit new informants and spies abroad. YouTube, the platform MI6 is using to promote the initiative, has been slowed or “throttled” in Russia due to non‑compliance with local laws. Moscow has previously acknowledged awareness of MI6’s covert operations against Russia and the agency’s involvement in the Ukraine conflict, which Sir Richard Moore openly admitted last year.
The Silent Courier initiative underscores Western intelligence agencies’ ongoing efforts to gather information and recruit assets in foreign nations, particularly Russia.
