The Grande Barrière border point between Goma in the Democratic Republic of Congo and Rubavu in Rwanda is witnessing relentless movement, with a constant flow of people, goods, and services. Recently taken over by the AFC/M23 administration, the border has extended its operating hours from 6 a.m. to midnight, a change expected to benefit small cross‑border traders essential to the local economies of both countries. Under Kinshasa’s authority the border operated only from 6 a.m. to 3 p.m.; the new administration has chosen to facilitate the migratory influx, citing the principle of good neighborliness.

AFC/M23 mayor of Goma, Julien Katembo, explained, “We cannot stop the movement of more than two million people here in Goma, because of the principle of good neighborliness that guides the behavior of states.” Local civil‑society groups have welcomed the extended hours, anticipating economic benefits for both Congolese and Rwandan people. At the same time, they expect Kinshasa to intensify its allegations against Kigali, which has been accused of supporting the M23 rebels—a claim Rwanda continues to deny.

The extended border hours come as Goma adapts to the new reality since the rebels took control in January. With Goma International Airport remaining closed, many travelers must transit through Rwanda, reinforcing the importance of the Grande Barrière border, already one of the busiest in the world. Small traders like Kévin Amani have described the change as “good news,” noting that the longer hours should reduce pressure on traders and travelers and allow smoother movement of goods and services. As the situation evolves, the international community is watching closely, anticipating further developments in the region.
