The United Nations’ attempts to secure peace in the Democratic Republic of the Congo (DRC) have so far proved elusive. The UN’s top envoy in the country described peace as “mostly a promise,” a stark assessment made seven months after the Security Council unanimously adopted Resolution 2773, which called on the DRC and Rwanda to end hostilities. Although diplomatic breakthroughs have occurred—such as the peace agreements signed in Washington between the DRC and Rwanda in June and a July cease‑fire declaration with M23 rebels in Qatar—violence on the ground continues to intensify.

According to Bintou Keita, the UN Special Representative for the DRC and head of MONUSCO, the key provisions of Resolution 2773 remain largely unimplemented. She noted that the Allied Forces of Congo (AFC) and M23 have persisted in a strategy of territorial expansion and consolidation despite the Council’s demands. Tensions between the DRC and Rwanda remain high, with both nations exchanging accusations at the UN. Rwanda’s Permanent Representative, Karoli Martin Ngoga, claimed the DRC is collaborating with the FDLR, a rebel group accused of atrocities. In retaliation, DRC UN ambassador Zenon Ngay Mukongo accused Rwanda of invasion and alleged ethnic cleansing, reporting that hundreds of young men were taken to an undisclosed location in Bukavu, possibly for such purposes.

The ongoing violence in eastern Congo has produced summary executions, gang rapes, and kidnappings, as documented by NGOs. A UN investigation in September found that all parties may have committed war crimes and crimes against humanity. These findings underscore the need for sustained international attention and concerted efforts to resolve the conflict. The UN’s role in promoting peace and stability in the region remains crucial, and its ability to implement Resolution 2773 will be closely scrutinized in the coming months.

The conflict in the DRC has a long, complex history involving multiple rebel groups and neighboring states. While the international community continues to seek a peaceful solution, the situation remains volatile. As the UN works toward implementing Resolution 2773, global actors will monitor developments closely, hoping for a durable resolution. Stability in the DRC is essential for regional security and development, and a lasting peace is necessary to prevent further human suffering.
