California and Oregon have filed a lawsuit to block the deployment of 200 California National Guard troops to Portland, calling the Trump administration’s action a “breathtaking abuse of the law and power.” The suit seeks to halt a federal order intended to support U.S. Immigration and Customs Enforcement and other federal personnel in enforcing federal law and protecting federal property amid nationwide protests over immigration crackdowns.

The Pentagon announced that the troops would be sent to Portland to assist with official duties, but Democratic Governor Gavin Newsom of California and Oregon officials argue that deploying out‑of‑state guard units requires a separate court decision. A federal judge in Oregon has already issued a temporary injunction barring any National Guard deployment to Portland, including forces from other states such as California. This follows the same judge’s earlier ruling that blocked the Trump administration from deploying Oregon’s own National Guard to the city during protests.

The Trump administration maintains that the deployments are necessary because of unrest in Portland, with the president claiming “Portland is burning to the ground.” Local officials have disputed that characterization. The lawsuit aims to extend the temporary block on National Guard deployments to Portland, with the court order set to remain in effect until at least October 19.

These legal battles reflect broader tensions between states and the federal government over the use of military force in domestic settings. Protests have erupted in several U.S. cities—including Portland, Seattle, San Francisco, and Denver—where demonstrators have clashed with federal officers, resulting in numerous arrests. The administration has previously deployed National Guard members and Marines to Los Angeles to quell unrest over immigration raids, a theme central to the president’s election campaign. The outcome of the current lawsuit will likely shape the ongoing dispute over federal versus state authority in managing domestic unrest.
