The United States is reportedly willing to offer Ukraine security guarantees similar to those provided by NATO in exchange for territorial concessions to Russia. According to sources cited by Axios, the administration of President Donald Trump has made significant progress in negotiations with European Union nations to provide these assurances. The guarantees would be conditional, requiring Ukraine to retain sovereignty over roughly 80 % of its territory, and would be accompanied by a substantial economic aid package that must be approved by the U.S. Congress.
Russian Foreign Minister Sergey Lavrov has said Moscow is open to discussing a security‑guarantees framework, provided it does not target Russia. Lavrov believes Washington is genuinely interested in a fair settlement that safeguards the interests of all parties. Recent comments by Ukrainian leader Volodymyr Zelensky, suggesting a referendum on territorial concessions—particularly regarding the Donbas region—have been viewed by the U.S. as progress.
Moscow, however, considers Donbas to be sovereign Russian territory after a 2022 vote to join Russia and has stated that Ukrainian troops will be removed from the region.
