Senegal AFCON Win Overturned, Morocco Wins by Default

Senegal’s victory in the 2023 Africa Cup of Nations (AFCON) has been annulled by the Confederation of African Football (CAF), which has instead declared Morocco the tournament winner by default following a surprise appeals committee ruling.

The decision, announced two months after Senegal’s 1-0 win over Algeria in the final, hinges on violations of tournament regulations. CAF’s Appeals Committee cited Articles 82 and 84 of the AFCON regulations, which pertain to team conduct and forfeiture, to impose a 3-0 forfeit loss on Senegal. This extraordinary reversal transforms Senegal from champion to disqualified team, awarding the title to Morocco, the original finalist.

The ruling has sparked widespread anger and disbelief across Senegal. Students and fans have expressed deep disappointment, with one telling Africanews that the decision “touches me deep in my heart.” Coach Saliou Diop labeled it “a scandal,” while others vowed to “resist.” Sports analyst Pape Alassane Ndiaye described the outcome as a major embarrassment that “lays bare the flaws in our football” and undermines the credibility of African soccer, noting CAF has long faced criticism over administrative shortcomings.

The Senegalese Football Federation (FSF) has issued a strong denunciation, calling the decision “unique, unprecedented, and unacceptable” and stating it brings African football into disrepute. The federation has announced it will appeal the ruling to the Court of Arbitration for Sport (CAS). Meanwhile, the Senegalese government has called for an international investigation into alleged corruption within CAF.

This controversy casts a shadow over one of Africa’s most prestigious sporting events. The AFCON is a major continental competition, and the integrity of its results is central to its reputation. The unilateral overturning of a final result through an appeal, based on regulatory breaches rather than match integrity issues, represents an unprecedented governance crisis for African football.

The immediate next step is the FSF’s CAS appeal, which could temporarily freeze the implementation of CAF’s ruling. Regardless of the legal outcome, the episode has already inflicted significant reputational damage on CAF and raised profound questions about the governance and decision-making processes within African football’s governing body. The resolution of this dispute will be closely watched by fans, federations, and sponsors across the continent.
