Ex‑Inspector General of Police Solomon Arase

On Wednesday morning, President Major General Muhammadu Buhari (retd.) swore in Dr. Solomon Arase (retd.), the former Inspector‑General of Police, as the new chairman of the Service Commission. The oath of office was taken at 10:05 a.m. in the council chamber of the Presidential Villa, Abuja, in the presence of President Buhari, Vice President Yemi Osinbajo, SGF Boss Mustapha, Chief of Staff to the President Prof. Ibrahim Gambari, and other Federal Executive Council members. This ceremony follows the Senate’s confirmation of Arase as chairperson of the PSC two months earlier. On 24 January 2023, President Buhari had forwarded Arase’s name to the Senate for confirmation in accordance with sections 153(1) and 154(1) of the amended Constitution.

Arase, now 65, retired in 2016 after serving as the 18th indigenous Inspector‑General of Police from April 2015 to June 2016. His career includes heading the Criminal Intelligence and Investigation Bureau, the premier intelligence‑gathering unit of the Nigerian police.

In the same session, the President swore in five board members of the Code of Conduct Bureau: Murtala Kankia (Katsina State, North‑West), Zephaniah Bulus (Nasarawa State, North Central), Farouk Umar (Yobe State, North East), Taofeek Abdulsalam (Ondo State, South West), and Prof. Juwaria Badamasi (Kogi State, North Central).

Council members also observed a moment of silence in honor of Lt. Gen. Oladipo Diya, who died on Sunday, 26 March 2023. Diya, born on 3 April 1944 in Odogbolu, Ogun State, joined the Nigerian Defence Academy in Kaduna and fought in the Nigerian Civil War. He was appointed Chief of General Staff in 1993 and Vice Chairman of the Provisional Ruling Council in 1994, serving as the de facto vice president of Nigeria under General Sani Abacha from 1994 to 1997.

President Buhari then presided over the Federal Executive Council meeting, which commenced around 10:30 a.m.
