Delta State Governor Dr. Ifeanyi Okowa credited the “unflinching support of the judiciary and the legislature arms” for his administration’s achievements. He praised both branches for their unwavering assistance over his eight‑year tenure, emphasizing that the peaceful and cordial relationship he enjoys with them enabled his successes.
Okowa made these remarks in a congratulatory message to Hon. Justice Patience Onuwa Elumeze, President of the Customary Court of Appeal in Delta State, upon her retirement. Justice Elumeze retired on Monday after a distinguished career spanning 65 years. The governor described her as a disciplined and hardworking jurist and expressed pride in her service, noting her recent papal honour. He urged her, now retired, to continue working for humanity and the Church of Christ, echoing the Reverend Father’s words about her charity.
Regarding institutional autonomy, Okowa asserted that Delta State was among the first to grant full autonomy to the legislature and judiciary, allowing the judiciary to approve its contracts without executive interference. He expressed concern over the incomplete High Court complex, which was expected to be finished by December 2022. He clarified that the delay was not due to the Chief Judge or his office, explaining that the government had to advance funds unusually to accelerate the project, a step taken because contractors were constrained by inflationary pressures that required contract revisions.
State Chief Judge Hon. Justice Tessy Diai also lauded Justice Elumeze, calling her an amazing, disciplined, and hardworking judicial officer who performed her duties with reverence for God. Presiding over the special valedictory court session, Justice Diai thanked God that Justice Elumeze retired “hale and hearty, with her integrity unblemished.”
