DRC and M23 sign framework peace deal to end fighting in eastern Congo

The Democratic Republic of the Congo and the M23 rebel group have signed a framework peace agreement aimed at ending the fighting in eastern Congo. The deal was signed in a ceremony held in Doha, Qatar, on Saturday, as part of US‑ and Qatar‑backed efforts to end the decades‑long conflict. The war has already claimed thousands of lives and displaced hundreds of thousands this year alone.

Qatar’s Minister of State for Foreign Affairs, Mohammed bin Abdulaziz Al‑Khulaifi, said the agreement puts the parties on a path toward peace, emphasizing that peace cannot be imposed by force but must be built on confidence, mutual respect, and sincere commitment. The framework includes eight protocols, with negotiations ongoing for the implementation of six of them.

Qatar has been hosting talks between the two sides since April, producing a declaration of principles in July and an agreement on monitoring a future ceasefire in October. The United States has also participated in mediation, facilitating a peace deal between the Democratic Republic of the Congo and Rwanda—accused of backing the M23—in June.

Despite these diplomatic moves, violence persists. On Friday, local officials reported that up to 28 people were killed by Islamic State‑aligned militants in eastern North Kivu province. Earlier, in January, M23 fighters seized the eastern city of Goma and made gains across North Kivu and South Kivu provinces.

The signing of the framework agreement is a significant step toward ending the conflict, but its implementation and the parties’ commitment will be crucial for lasting peace. The international community will be watching closely as the situation in eastern Congo continues to unfold, hoping that ongoing negotiations and diplomatic efforts can finally bring an end to the suffering of the region’s people.
