Mozambique Municipal Elections 2023: CNE and CC Secretly Changing Results

The recent municipal elections in Mozambique have left many questioning the integrity of the results. The National Elections Commission (CNE) and Constitutional Council (CC) hold the power to change results without transparency, leaving voters in the dark about the true outcome.

In the elections held on October 11, 2023, conflicting reports emerged regarding the winners. While the CNE declared Frelimo victorious in 64 municipalities and MDM in 1 (Beira), the CC stated that Renamo had won in 4 municipalities. Parallel counts conducted by independent organizations showed Renamo winning in 7 municipalities, including major cities like Nampula and Maputo.

The Center for Public Integrity (CIP) has meticulously compiled all the official results announced by the CC, highlighting discrepancies between the official results and parallel counts. The full report can be accessed on their website.

Furthermore, the CC ordered a new election in Marromeu and reruns in several polling stations in other municipalities. Despite these efforts, concerns about electoral fraud persist. In Alto Molocue, the CC changed the results in favor of Renamo without providing any explanation or evidence, raising suspicions of foul play.

The manipulation of results is a cause for concern, with instances of votes being stolen and fake ballots being submitted. In Maputo city, the CC transferred over 29,000 votes from Frelimo to Renamo, but additional discrepancies were uncovered through parallel counts, revealing a significant amount of fraudulent votes.

The elections saw participation from a variety of political parties and coalitions, but ultimately, only a few emerged victorious in securing municipal assembly seats. The dominance of the three main parties – Frelimo, Renamo, and MDM – along with New Democracy, raises questions about the inclusivity and fairness of the electoral process.

As Mozambique grapples with the aftermath of the municipal elections, the need for transparency and accountability in the electoral process becomes increasingly apparent. The discrepancies in the results highlight the importance of upholding democratic principles and ensuring that the voice of the people is accurately reflected in the outcome of elections.
