The Central Bank of Nigeria (CBN) has ordered banks to freeze any accounts linked to Abdul Rehman Makki, a Pakistani national identified by the United Nations Security Council as associated with the terror group Al‑Qaeda. On 16 January 2023, the UN Security Council added Makki to its ISIL (Da’esh) and Al‑Qaeda Sanctions List, subjecting him to an assets freeze, travel ban and arms embargo under Security Council resolution 2610 (2021), adopted under Chapter VII of the UN Charter.

In a circular posted on the CBN’s website on Wednesday, all financial institutions were instructed to immediately screen their customer databases for any business relationships with the designated individual, report findings to the Nigerian Financial Intelligence Unit (NFIU), and update their sanctions screening lists to reflect the latest changes to the UN Security Council Consolidated Lists. The circular, signed by Harry Audu, Director of the CBN’s Financial Policy and Regulation Department, emphasized that compliance is required without delay.

Makki was born in Bahawalpur, Punjab Province, Pakistan.
