The Federal Government of Nigeria has launched a three‑year training, certification, and job‑placement initiative for 100,000 construction artisans nationwide. Implemented in partnership with Polaris Capital Limited, the program follows a Memorandum of Understanding signed on 2 September 2025. Funding will come from federal budget allocations, private‑sector investment, and donor contributions.

The National Artisan Skills Acquisition Programme (NASAP) seeks to close the skills gap in the housing and construction sector by offering training and certification in priority trades. A digital booking and verification platform will link artisans directly to job opportunities, generating revenue to sustain the programme beyond its initial three‑year term.

According to Dr. Shuaib Belgore, Permanent Secretary of the Ministry of Housing and Urban Development, the initiative aims to modernise Nigeria’s construction workforce, strengthen technical capacity, create sustainable employment for young people and artisans, and promote inclusivity by engaging women, youth, and persons with disabilities. Trades covered will include bricklaying, masonry, plumbing, electrical installations, carpentry, and air conditioning.

The partnership between the Federal Ministry of Housing and Urban Development and Polaris Capital Limited underscores the Ministry’s commitment to skills development, job creation, and sustainable urban growth. Kelvin Vihishima, CEO of Polaris Capital Limited, described the collaboration as a vital step toward reducing unemployment and reforming the housing industry.

NASAP will roll out in three phases. A pilot in 2025 will train 3,000 artisans for six months across three selected states. The programme will then expand nationwide in 2026, followed by the establishment of Regional Centres of Excellence in 2027. The initiative is expected to professionalise artisanship, bridge the construction skills gap, and raise building standards across the country.

The launch of NASAP marks a significant move toward addressing the shortage of skilled labour in Nigeria’s construction sector and promoting sustainable urban growth. As the programme progresses, it is anticipated to create job opportunities, improve the quality of housing, and enhance the overall quality of life for Nigerian citizens.
