The National Drug Law Enforcement Agency (NDLEA) has undergone a significant transformation under the leadership of Brigadier General Buba Marwa. As chairman, Marwa has blended military precision with civilian empathy, creating a more effective and courageous institution. His leadership experience spans various roles, including serving as Nigeria’s Defence Adviser in the United States and governing both Borno and Lagos states. While governor of Lagos, he launched numerous initiatives such as road rehabilitation, the introduction of Keke Marwa tricycles, and Operation Sweep to strengthen security, and he handed over a cash surplus of ₦2 billion to his successor in 1999.

Under Marwa’s watch, the NDLEA has become a fearless force in confronting drug cartels, carrying out major arrests, seizures and recoveries worth billions of naira. These operations have placed officers in direct danger, highlighting the bravery and commitment of NDLEA operatives. The drug crisis in Nigeria is a profound national‑security threat that fuels violent crimes—including armed robbery, rape and kidnapping—while bandits and terrorists rely on narcotics to commit atrocities. Substance abuse is also deeply intertwined with cultism, prostitution and youth mortality, and the resulting mental‑health crisis sees young Nigerians suffering severe depression, psychosis and schizophrenia.

Marwa’s approach to the drug crisis is two‑pronged: disrupting the supply chain and providing compassionate rehabilitation for those affected by addiction. NDLEA operations have led to the arrest of high‑profile dealers and the seizure of illicit drugs, effectively disrupting narcotics flow into communities. At the same time, Marwa champions a humane response to drug users, advocating for treatment and rehabilitation rather than purely punitive measures.
