NUPRC Completes Pre-Qualification for 2025 Oil and Gas Blocks

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has completed the pre-qualification stage for its 2025 oil and gas licensing round, notifying successful applicants and paving the way for the competitive bidding phase.

The commission announced on Tuesday that the milestone was achieved on March 16, 2026, in strict compliance with the published 2025 Licensing Round Guidelines. This formal notification signals the transition from the initial screening process to the next critical stages of the bid round.

Successful firms are now permitted to access paid subsurface data, a prerequisite for preparing their technical and commercial bids. The data leasing window opens from March 17, 2026. The commission stressed that evidence of payment for this data must be uploaded as a mandatory condition for bid submission, a measure designed to ensure only serious, technically capable investors proceed and to enhance process transparency.

The licensing round, formally launched in December 2025 following approval by President Bola Tinubu, aims to attract fresh investment into Nigeria’s upstream sector. It offers 50 oil and gas blocks located across several sedimentary basins, including the Niger Delta, Anambra, Bida, Benue Trough, and Chad basins. The exercise seeks to boost exploration, increase reserves, and support long-term crude production growth.

With the pre-qualification stage concluded and the submission window having closed on February 27, 2026, qualified companies will now prepare their bids. The NUPRC confirmed that all subsequent stages, including data access and bid submission, will be conducted digitally through its dedicated portal to improve efficiency and accountability. Bids will be evaluated before final awards are announced.

By mandating the purchase of data, the regulator is filtering out speculative participation and reinforcing a framework of standardisation and credibility. The move underscores a broader shift towards a more structured and transparent licensing process as the country strives to rejuvenate its petroleum exploration activities and secure future energy output.
