New tax laws: NRS takes over collection of mineral royalties

In a significant policy shift, the Nigeria Revenue Service (NRS) will take over the responsibility of collecting mineral royalties from mining sector operators across the country, starting January 1, 2026. This change is a result of the Nigeria Tax Laws 2025, which were signed into effect by President Bola Tinubu on June 26, 2025. The new laws empower the NRS to administer all federally collectible revenue. The decision to transition these responsibilities was made during a meeting in Abuja between the Minister of Solid Minerals Development, Mr. Dele Alake, and NRS Chairman Zacch Adedeji.

Under this new arrangement, the Ministry of Solid Minerals Development will maintain its role in providing technical and regulatory oversight. This includes supplying mineral pricing data, geological information, and coordinating industry efforts to support the administration of royalties. A joint statement from both officials emphasized that the transition aims to enhance transparency and efficiency in revenue collection while fostering growth within the sector. The statement highlighted the commitment of both institutions to work closely together, ensuring that operators are well-informed and that the new royalty framework is implemented in a manner that supports the development of the solid minerals sector.

To facilitate this transition, a nationwide sensitization program will be launched for mining operators, focusing on the procedures for filing and paying royalties under the new tax laws. Additionally, a modern, end-to-end digital royalty administration system is being developed to streamline these processes. Regular joint technical sessions will be conducted to address operational challenges and ensure a smooth implementation of the new framework. Both the Ministry and the NRS have reassured mining operators and the public of their commitment to an orderly, transparent, and supportive rollout of the new system. Operators are encouraged to continue fulfilling their filing and payment obligations and to actively engage in the upcoming sensitization activities. This collaborative approach between regulatory and revenue authorities represents a pivotal step in formalizing Nigeria’s solid minerals sector and optimizing its contribution to national revenue.
